FBR gears up to facilitate scrutiny of candidates

ISLAMABAD: In order to facilitate the scrutiny of contesting candidates the Federal Board of Revenue (FBR) has established a Central Verification Cell - Election 2013, and has chalked out strategy to manage the task assigned by the Election Commission of Pakistan (ECP) for verification of tax details within 24 hours, it is learnt.

The Pakistan Revenue Authority Limited (PRAL), a subsidiary of FBR, has developed the software to undertake the assigned task.According to an FBR office order (copy available with The News) the Director Intelligence & Investigation Inland Revenue (IR) has chalked out a strategy to manage the task of verification of tax details of election contestants in the coming elections vide letter 2(5) BTB/11-1015 dated 11-3-2013. The officers have been assigned to keep track of information called from each Regional Taxpayer Offices (RTOs) all around the country all the time as the FBR’s team would have to respond to the ECP within 24 hours.

The FBR has put in place the Standard Operating Procedures (SOPs) to execute the assigned task. The ECP has developed computerised portals, which would have access to FBR’s team. So far the ECP has not sent any information for verification purposes to the FBR through this portal.

Under SOPs, the FBR has deputed two officers who would be responsible for the smooth flow of the information from Intelligence and Investigation of IR to the Regional Taxpayer Office (RTO) and from RTO to I&I Office, maintaining the record of the faxes sent to and received from RTO. The FBR assigned specific officials who would be responsible for maintenance of whole records.

Five officials of Pakistan Revenue Authority Limited (PRAL) - Mujahid Naeem, Umair Pervez Butt, Mazhar Masood Kiani and four KPOs from PRAL office would head the technical side of the task i.e. maintaining link with the ECP, disseminating information to field offices and retrieving it within 24 hours.

The data operators and key punch operators of I&I will perform duties as directed by the Manager Automation PRAL for smooth functioning of the software to disseminate the required information well in time.

There will be specific person designated by the Directorate I&I to receive the manual data from Election Commission of Pakistan offices and also to deliver to ECP as and when required.
