KWSB chief orders strict compliance with SPPRA rules

Karachi: Taking notice of the repeated Sindh Public Procurement Regulatory Authority’s (SPPRA) objection, Managing Director (MD) Karachi Water and Sewerage Board (KWSB) Misbahuddin Farid has decided to take strict action against any misconduct in the procurement procedure.

He also directed deputy managing director (DMD) Technical Services (TS) and the directors to schedule and conduct training sessions and seminars in this regard.

Directing the DMD TS to strictly abide by the SPPRA Rules-2010 after repeated objections from SPPRA, he said that the misconduct during the procurement procedure causes delay in the schedule of development projects as well as financial loss, whereas in the current situation the KWSB could not afford such mistakes. He directed that all the notice inviting tenders (NITs) must be approved by not only the concerned chief engineer but must also bear approval from DMD (TS).

In case of any mistakes or financial loss the head of the concerned department would be held responsible and the loss would be deducted out of the concerned officer’s salary, he warned. Furthermore, he directed all the deputy directors to strictly abide by the SPPRA Rules-2010 and consult with SPPRA authorities or assistant director Local Funds Audit for further clarification.

While directing to schedule and conduct training sessions and seminars for the officers and workers with the help of SPPRA authorities, the MD said that the KWSB was passing through financial problems, therefore, all the officers and staff must strictly ensure that they follow proper procedures and regulations, especially in the matters that may cause delay in the development projects and financial loss.

He said that negligence in following the legal procedure for NITs or minor mistakes in the opening and closing tender dates had been causing wastage of time while the printing of corrigendum was also resulting in financial loss. “Therefore, in order to control the delay and additional expenses it is vital that the officers strictly follow the due procedure,” he added. He directed that the NIT procedure must be crystal clear and according to legal requirements as well as in line with the SPPRA and audit rules. This would not only save KWSB the trouble to face objections and audit paras, it would also ensure the timely progress on the development projects.
