Unusual but major reshuffle in FBR

ISLAMABAD: In a big high profile reshuffle in the bureaucracy of the tax collection machinery, the government on Wednesday transferred over a dozen grade-21 officers of the Federal Board of Revenue (FBR) including Member Inland Revenue (Operation) Reza Baqir. The notifications to this effect, issued by the Federal Board of Revenue (FBR), said 14 officers of grade-21 and one officer of grade-20 were transferred with immediate effect.Shafqat Mahmood was posted as DG of CREST, Lahore but no such post so far existed. This project was launched by former chairman FBR Ali Arshad Hakeem to stop illegal sales tax refunds. With the help of CREST, a software programme, the textile lobby was forced to pay Rs4 billion recently but now Mr Shafqat was sidelined apparently to please the textile lobby.

Usually, such large-scale transfers and postings are avoided during the last quarter (April-June) of the fiscal year as all efforts are focused on materialising the assigned tax collection target. With the change of guard at the highest level, chairman FBR Ansar Javed approved transfers/postings just before his departure to Washington D.C for attending the Spring meeting of International Monetary Fund (IMF) and World Bank.

Earlier, the chairman FBR posted Shahid Jatoi as Member Administration in the FBR who had now issued the latest orders of transfer/postings.

The FBR transferred Muhammad Raza Baqir who was serving as Member IR Operations and posted him as chief commissioner Regional Tax Office (RTO-II) Lahore. Mustafa Ashraf, who was serving as chief commissioner RTO-II has been brought back in the FBR Headquarters as Member IR Operations.

The FBR has also appointed Mrs Raana Seerat, wife of Seerat Asghar, principal secretary to prime minister, as project director of tax administration reforms project (TARP-II) in its preparation to obtain another $300 million loan from the World Bank. Earlier TARP-1 had failed to deliver despite getting multimillion dollar loan from the WB.

The FBR has given additional charge of Member Tax Policy of the FBR to Muhammad Aqil Usman who is currently serving as Member Legal. The post of Member Policy was created in September 2012 to accommodate Asrar Raouf after retirement. Raouf was removed from his post this month.

Riffat Shaheen Qazi has been appointed Member Facilitation and Taxpayers Education (FATE) while her predecessor Aftab Ahmad has been posted as chief commissioner RTO, Rawalpindi.

Within days the FBR has reversed its decision of appointing Ijaz Hussain Shah as Member without portfolio and has now appointed him as director general of Directorate General of Intelligence & Investigation IR. Shaista Abbas who was serving as DG of Intelligence has been transferred and posted as chief commissioner RTO-III, Karachi.

Sameera Yasin who was serving as DG of Directorate General of Internal Audit has beentransferred and posted as DG Directorate General of Training and Research. Mrs Raana Ahmad, commissioner IR RTO Rawalpindi has been posted as DG, Directorate General of Internal Audit.

Chaudhry Safdar Hussain, Member IR of FBR, has been posted as chief commissioner RTO Lahore and Abdul Nasir Butt, chief commissioner RTO-III Karachi, has been brought in the FBR as Member without specifying his post. Qaisar Iqbal, the only grade-20 officer who was serving as chief FATE FBR, has been posted as chief of administration, FBR.
