Water board cancels out-of-turn promotions

Karachi : Following the decision of the Supreme Court regarding the out-of-turn promotions, the Human Resource Department and Administration (HRM&A) of the Karachi Water and Sewerage Board (KWSB) has cancelled all out-of-turn promotions since 1994, spokesperson of the water board said on Thursday.


The Supreme Court has issued an order in this regard on June 12 while the Services General Administration and Coordination Department, Government of Sindh has issued directives under notification number SOA/LG/4(32)/2011 on July 03, and directed all concerned departments to implement the court’s order in letter and spirit.


“The KWSB has cancelled all out-of-turn promotions complying with the court order and has informed all the departments and officers of the water utility. The HRM&A of the water board has also notified to withdraw officers having additional or multiple designations or charges as this practice was creating administrative problems,” he claims.


Furthermore, all deputations have been cancelled and all officers and staff have been sent back to their parent departments. All responsibilities have been taken back from officers working on additional posts, he said.


The KWSB managing director has directed the DMD Administration to make a list of officers still working on additional or multiple posts and submit it to the MD Secretariat within a week for further decisions and action without delay, he added.


According to him, the chairman KWSB has banned creation of new posts and promotions during the fiscal year in the water board.




The Karachi Water and Sewerage Board (KWSB) is willing to increase its revenue by offering its land for installation of billboards for the promotion of different brands. It would help in generating extra income for the water utility which is currently facing financial crunch, an official of the water board said on Thursday.


KWSB Managing Director, Misbahuddin Farid, has requested the government of Sindh, Secretary Local Government, Administrator Karachi Municipal Corporation and Commissioner Karachi to grant permission to the water utility to use its land for the said purpose, he said.


With the due permission from the authority concerned the KWSB would rent out its land and allow companies to install bill and sign boards for the promotion of their brands and products, he added.


Farid said the KWSB should have the authority to issue the permission for fixing billboards on its lands. This would help in raising additional revenue which would be used for providing better services to the citizens.


The KMC issues permission for displaying billboards on different locations which are part of the KWSB land, without any reconciliation with the water board, he alleged.


The KMC also pocket all fees and charges from those lands which would be used by the water utility for its filter plants, pumping stations and other installations in the near future.
