Education and IT Sectors must be Facilitated for attaining Glorious Future

Taking a glance over the Federal Budget 2005-06, one can easily analyze the proportion of attention that has been given to the Education and Information Technology (IT) Sectors. The allocation of sizable funds (up to some extent) for both the sectors though seems to be a positive step taken by the government. However still more sufficient funds are required in this area especially keeping in view the changes that have taken place through the Education and IT Sectors in our neighboring country India. During 2004 – 05 from July to March, the federation and the four provinces spent Rs. 74.43 billion on education which, in every respect, was not a justifiable allocation to the deserving education sector. This sector requires more funds for imparting standard education adequately supported by quality IT Education & Training. Looking at the painful conditions of both the sectors, KRG proposed few suggestions regarding structural reforms in Education Sector in general and IT Sector in particular, through a letter sent to the Federal Education as well as IT Ministers while the letter’s copy was also sent to the Prime Minister of Pakistan. The Prime Minister in return, has urged both the Ministers (vide his letter no. F.8/SO/S-1/PAW/PMS dated 6th June 2005, a copy of which also sent to KRG) to give due consideration to the same.

Out of few KRG’s proposed suggestions, the government for now has successfully implemented two suggestions i.e., (1) sizable funds have been allocated in the federal as well as provincial budgets mainly for the Education and IT sectors and (2) To begin with, Computer Science has been made a compulsory Subject in 206 schools in Sindh. However, remaining suggestions also need to be considered and implemented duly by the government and particularly the one that recommends to declare IT as our priority No. 1 because of the fact that the progress and development of all other sectors of the national economy such as agriculture, manufacturing and services, are now heavily dependent on IT’s promotion, progress and growth.

As the pace of change accelerates, the only relevant time frame for us to counter the situation is to take measures just-in-time and that’s what the government attempted to do so to some extent in the Federal Budget 2005 – 06. However, the mission is not over yet and this can rightly be said the beginning of a new developmental phase for the future generation of Pakistan.
